Who has to submit building plans? All property owners throughout the Metro.
Why do I have to submit building plans for approval? To ensure safe and healthy buildings.
How do I go about submitting building plans for approval? Submit to the following offices:

How many copies and what are the “standard colours” that must be used on the plans that are submitted for approval? 4 copies for alterations, brickwork in red, timber in yellow and concrete in green. 5 copies for new buildings. (No standard colours as all buildings are new)
What drawings must be submitted with a building plan application? Structural and services drawings.
What documents need to be submitted with a building plan? Building Plan submission and a Town Planning Schedule form.
Where can one obtain a Building Plan submission and a Town Planning Schedule form? Central Information Centre, Ground floor Brister House.
What are the compulsory building site inspections? Foundations, drainage and completion.
Where can I find a copy of the National Building Regulation? At the offices of the SABS, Disa Road, Port Elizabeth
What is an Occupancy Certificate? A Certficate which is issued by the relevant Building Inspector on completion of a building.
My building plan has been approved - can I start building straight away? Only after the foundations have been inspected by the municipal building inspector.
My neighbour has submitted plans to extend his house and there are windows that overlook my property, can I stop him from building? Not if he is inside his building lines.
How do I contact the building inspectors in my area? The contact details will be provided on the municipal building plan approval documents.
Do I need permission to erect advertising signs? Yes. Applications for signage inside property boundaries to be submitted to the 4th Floor, Eric Tindale Building - Telephone (041) 506 2319 for attention Lorna Lumb.

Provide a comprehensive and professional architectural service to all the Business Units of the NMBM with regard to the construction of new Municipal buildings, alterations and additions to existing Municipal buildings, refurbishment and renovation of Municipal buildings and facilities, and the maintenance and conservation of Municipal buildings and facilities.
Provide advise, guidance and management of the design and building process from project inception to completion.

All cadastral projects relating to the Metro’s land is controlled by this Section. This includes the survey of new townships, upgrading of existing townships, subdivisions, consolidations, road widening strips, servitudes and leases. These surveys are performed for all Units requiring these services as well as the public where they purchase Municipal land.
Other functions include the pointing out of erf beacons on land purchased from the Municipality and performing topographical, engineering, photo-control and hydrographical surveys required by any Unit.
This Section is also the custodian of the Metro’s cadastral information and maintains records of Diagrams, General Plans and noting sheets, which form the basis of the cadastral mapping for the GIS. This information is disseminated to the public and Silo’s by means of an enquiries counter.
