REVENUE MANAGEMENT AND CUSTOMER CARE SPECIAL PROJECTS AND RELIEF ON OFFER
ESTATE LATE PROJECT
The Nelson Mandela Bay Municipality has introduced a project to assist poor beneficiaries who can not afford to transfer properties inherited by them into their name, for FREE!!! In order to qualify in terms of this project, the surviving beneficiary must qualify for the "Assistance to the Poor" sudsidy.

ASSISTANCE TO THE POOR POLICY (FREE BASIC SERVICES) (Also referred to as the “ATTP” Policy)
This municipality really cares for the poor. Since 1997 poor households have been receiving subsidies towards their municipal service charge accounts which they could/can not afford to pay.
The residents of the Nelson Mandela Bay Municipality who qualify in terms of this Policy receive monthly benefits in respect of charges raised on their municipal service accounts e.g. rates, water, sewerage and refuse.

HOME VISITS
In order to display our care and meet the plight of the needy, Customer Care makes personal visits to persons who are wheelchair-bound and bedridden, to assist with ATTP applications.
PENSIONER / DISABLED RATES REBATE
A Person with a South African ID who is either retired, disabled or over 60 years of age, who owns a property occupied by him/her, does not receive ATTP and whose monthly income does not exceed R 4 500.00 may apply.
RATES EXEMPTION
Properties used in assisting communities mainly for charitable work, and not for gain e.g. hospitals, clinics, orphanages, retirement and old age home may apply to be exempted as defined in the terms of the Disaster Management Act No. 57 of 2002.
RATES REDUCTION
Properties situated within or declared disaster-prone areas are eligible for reduced rates.
AGRICULTURAL RATES REBATE
In respect of properties predominantly used for agricultural purposes which are situated in strictly zones areas. To qualify, the owner must be in possession of Agricultural and South African Revenue Service IT48 Certificates.
BIODIVERSITY REBATE
Applicable to properties situated in environmentally sensitive areas which should be assessed by the Municipal Conservation Assessment and Plan Committee. In order to qualify, the property must enter into an agreement with the municipality to conserve the land for a defined period of time.
SPORTING REBATE
Properties used predominantly for sporting purposes (professional or amateur) can enjoy this benefit. To qualify, an annual financial statement must be produced together with the club’s credentials.
GRANT-IN-AID
NMBM provided such financial assistance to clubs, organizations etc in need thereof. In order to receive this assistance, the constitution, business plan and bookkeeping records must be submitted.
WATER LEAK REBATE
A Water rebate is granted in respect of repaired underground leaks which are not discernible on the surface, on condition that the customer submits a Plumber’s Certificate or Affidavit (if not repaired by a registered plumber) within 10 days from the repair date. Only one rebate is allowed over the period of a year.
