VISION
This statement sets out what the Brigade aspires to achieve and the way in which the organisation should be regarded, and will be a long-term aim of the Brigade.
The Nelson Mandela Bay Municipality Fire and Emergency Services is a community-based organisation dedicated to the saving of life and property of all persons in the protected area. It is the vision of this Service to substantially reduce the loss of life and the destruction of property by fire, by the combatting of any emergency incident through dedication, by promoting fire safety awareness, and to serve to the best of our ability.
This Fire Service will provide a service to the community, which will result in the elimination of preventable fire fatalities and casualties. The service to the community will be delivered by highly trained personnel who can demonstrate competence in all professional aspects of their work. Equality of opportunity, value for money and delivery of service will identify the Brigade as a leading South African Fire Service. 
MISSION
“To provide a user friendly, efficient and effective fire-fighting, rescue, emergency and fire safety service for protecting, through professionalism, equality, education and training, the lives and property of all members of the community within the legal mandate of this Service.
To protect and serve the communities of the Nelson Mandela Metropolitan Fire and Emergency Services, to create a safer environment for all persons in our society, to reduce suffering and to educate about the dangers of fire, by the skilful and cost-effective use of resources”. 
FIRE SAFETY

The Fire Safety Division is responsible for affordable and sustainable service delivery in line with demand, and to supply professional and expert advice to the public in general.
There as two (2) legs within the Fire Safety Division, namely:
1) Fire Safety Division 2) Community Fire Safety Division
Purpose
The handling of all fire safety related matters within a legal framework to secure a fire safe Metropolitan Municipality.
Functions
- The approval of building plans for fire protection and fire requirements.
- The development, co-ordination and implementation of Fire Safety By-Laws and providing detailed knowledge thereof to the public in general.
- The approval and renewal of licenses to store petroleum and LPG.
- Approval of major hazardous installations.
- The conducting of fire safety lectures / evacuation drills.
- Fire investigations to establish the cause of fires.
- Various inspections of commercial, industrial and places of public entertainment for compliance with Fire Safety requirements.
- Issuing of Controlled Burning Permits in liaise with Environmental Health Services
Community Fire Safety
Purpose
To handle Community Fire Safety related matters.
Functions
Public safety involves conducting fire safety awareness programmes at schools, clinics, old age homes and other institutions, mainly in the previously disadvantaged communities.

To ensure, through strategic planning and overall management of Fire & Emergency Services, the maintenance of a safer environment for all persons in the Nelson Mandela Bay Municipality by providing an efficient and effective fire fighting, emergency and rescue service.
Functions
- Advising management on financial, technical and operational aspects.
- Interpreting and applying Council policy, Fire Brigade services and associated acts, regulations in terms thereof, Ordinances, and SABS and NFPA codes.
- Drafting the Operating and Revised Budget.
- Preparing maintenance and training programmes.
- Controlling the emergency operations and functions of the Nelson Mandela Bay Municipality to ensure the efficient extinguishing of fires, dealing with other emergencies, and rescuing life and property from fire or other danger.

REPORTING AND COMMUNICATION CENTRE

Purpose
To provide an effiecent platform for the reporting and mangement of emergency incidents
Functions
- Providing effiecent and effective means of communication for the puplic with regard to emergency situations
- Dispatching and managment of resources at emergency incidents and situations
- Interacting and scene co-ordination with other emergency services
- Monitoring of private fire alarm systems
TRAINING AND SKILLS DEVELOPMENT

Purpose
Training and education of staff members of the Directorate in all fire suppression methodologies
Functions
- Handling all matters pertaining to training eg. facilities etc.
- Supervision of training instructors and all staff undergoing training
- Compilation and control of the budget of the Training Division.
- Evaluation and assessment of performances of candidates.
- Research
IT AND COMMUNICATIONS MANAGEMENT

Purpose
To provide for effiecent radio and telephone network and the Information Technology requirements within the department
Functions
- Advice on procurement and deployment of communication and IT systems.
- The compilation and control of the budget of the IT & Communication
- The evaluation and assessment of new technologies with regard to communications
- Responsible for maintance and repairs on communication and information technology systems

FLEET MANAGEMENT AND LOGISTICS
