Provisioning and Support Services Skills Development and Employment Equity Labour Relations Organisational Arrangements and Job Evaluation
KEY PERFORMANCE AREAS

To render a Provisioning and Support Services function that will ensure the recruitment, utilization and retention of the organization’s human capital.

To give effect to the skills development requirements of the organization as well as to ensure compliance with employment equity measures.

To facilitate a sound relationship between the employer and employees and a climate of labour peace, stability and wellness.
To give effect to the organization and the organizational establishment requirements, continuous improvement and performance management.
The Nelson Mandela Bay Municipality is responsible for delivering services in the form of water, electricity; refuse removal etc to its residents. To be able to do so, it has employed people on a fixed- term, permanent and temporary to fulfil the responsibilities of service delivery. Being an employer, the municipality has established a Human Resource Directorate to render a comprehensive set of services for the benefit of the organisation and its employees. The Human Resources Directorate implements the plans and programmes of the municipality through 4 Sub- Directorates.

PROVISIONING AND SUPPORT SERVICES

Attending to the Human Resource requirements all of the municipal business units.

Establishing and to maintain a working environment that encourages personal growth, development, enrichment and job satisfaction.

Ensure that the Human Resources Policies and Procedures are administered in such a way as to protect the interests of both the municipality and its employees.
To accomplish this mission, the staff of the Human Resources Provisioning and Support Services are committed to the professional selection, placement, training, development and advancement of people, at all times:
Core Functions
SKILLS DEVELOPMENT AND EMPLOYMENT EQUITY
Employment Equity exists when employees are employed and paid to the relative demographics or value of the jobs within the same organization.
Core Functions

Implement & Monitor Implementation of Employment Equity (EE) Plan.

Ensures compliance by submitting EE reports to the Dept of Labour annually.

Evaluate and assess the impact of Skills Development programmes
-
Communicate with relevant stakeholders on Skills Development & Employment Equity matters.
-
Ensures that appropriate and effective systems for implementing Skills Development interventions are aligned to SAQA standards.

Manages Nelson Mandela Bay Municipality (NMBM) training centre programmes, as well as accreditation of other training centres, viz: Fire, Traffic & Electricity.
This sub directorate is responsible for all grievance and disciplinary matters.

To uphold the correct grievance and disciplinary procedures

To maintain confidentiality with all sexual harassment cases
Labour Relations Practitioners are present at all Disciplinary Enquires to ensure they comply with the requirements of the Labour Relations Act, disciplinary procedures and any other applicable laws. Senior staff also decides whether employees should be suspended and represent the Municipality at Conciliations and Arbitrations under the auspices of both the CCMA and the SALGBC.
Grievances are processed by Labour Relations Practitioners and they ensure that the various steps are followed. Senior staff also preside over Step 3 of grievance procedures.

ORGANISATIONAL ARRANGEMENTS AND JOB EVALUATION
To render productivity improvements, and general advisory investigations covering the full spectrum of municipal operations using any Work Study techniques available.
Produce and evaluate job descriptions within the organisation, determine job specifications to facilitate career planning and other HR interventions.

To render Organisational Arrangements and Job Evaluation Services

· Improvement of work methods and procedures
· Implementation of innovative systems - computerized and manual
· Improvement and re-organizing work place layout
· Ensure effective form design and control
· Machine/equipment utilization
· Elimination of duplications of functions
· Compile organisational structures
· Conduct ad hoc operational and strategic projects
· Facilitate job design and production of job descriptions
· Manage the evaluation of posts within the NMBM
· Administer and maintain the Grading Scheme within the NMBM
· Give advice on remuneration and compensation matters
