PURPOSE
To provide appropriate, cost effective, safe, efficient and also affordable Roads, Stormwater and Transportation Infrastructure in Nelson Mandela Bay (NMB) in order to improve the quality of life of our communities by stimulating economic growth and development.
The NMB area comprises 1 950 km² stretching from the Van Stadens River in the west to the Sundays River in the east.
The length of the road network in the Nelson Mandela Bay municipal area is 4150 km. Roads are maintained by three roads authorities, namely:

The South African National Roads Agency (SANRA) is responsible for maintaining the National Route – N2.
The Provincial Government (Eastern Cape Department of Roads and Transport) is responsible for maintaining the Provincial Roads.
The Infrastructure and Engineering Directorate of the Nelson Mandela Bay Municipality is responsible for maintaining 3240km of roads which consists of :
2 690 km surfaced roads, 550 km gravel roads, 113 Bridge Structures, 1 200 km of underground stormwater reticulation, and 80 km of Municipal rail sidings.

FUNCTIONS
The functions of this Silo are divided into the following three Sub-silos:
(i) Transportation
Deals with the following transportation and traffic management matters:
1.Planning for major roads and public transport systems in the city, Traffic Impact Assessments (TIAs) for proposed developments, Transportation Development Levies (TDLs) for property rezoning, permit applications for public transport carriers, input into Site Development Plans (SDPs), land matters and subdivision applications.
2. Traffic Management matters regarding the planning and implementation of traffic calming measures (speed humps, etc.), all matters relating to the planning, operation and maintenance of traffic signals and the investigation into requests for new or changes to road markings or regulatory signs.
(ii) Road and Stormwater Infrastructure (Operations)
Deals with road and stormwater maintenance, including tar roads, gravel roads, railway sidings, traffic signs and road markings, pavements, small structures, bridges, underground stormwater systems, open stormwater systems, etc.
(iii) Management Systems and Planning
Responsible for the implementation of management systems, project identification, research and development, implementation and control of master plans, conceptual planning and design, approval of developments, technical investigations and reports, etc.
