ASSISTANCE TO THE POOR SUBSIDY (ATTP) download application form


  • A full credit for property rates.
  • A credit to the maximum of 8 kilolitres of water per meter reading cycle
  • A credit for the monthly charge for the sewerage
  • A full credit for the monthly charge in respect of the refuse collection and environmental fee.
  • 75 kHw free electricity


Qualifying Criteria: For domestic customers only. The total income of all occupants living on the property may not exceed R2 840 per month


The following child grants received by a household are not included in the above:

  • Foster Child Grant
  • Care Dependency Grant
  • Child Support Grant

How to apply:The account holder or an authorized person, must apply in person at any of the 14 Customer Care offices. The relevant application form must be completed and copies of the necessary supporting documentation must be produced:


* ID of all household occupants

* Proof of income (payslip or affidavit) of all household occupants



WATER LEAK REBATE - download application form


Qualifying Criteria:Must be an underground leak not discernible on the surface, repaired within 48 hours of detection, for which a certificate/affidavit must be submitted within 30 days from the repair date. Only one rebate is allowed over the period of a year.


How to apply:The account holder or authorised person must visit any Customer Care office a submit the plumbing certificate of the plumber who repaired the leak. The certificate must indicate that the water leak was underground – no rebate will be allowed for any water leak above ground.


LEAKS REPAIRED BY REGISTERED PLUMBING CONTRACTORS

  • Water rebates are considered only in cases where the burst was repaired within 48 hours after detection.
  • A consumer may only be allowed 1 rebate during any 12 month period.
  • The rebate is only considered in cases where the burst occurred in an underground pipe and provided that the leak was not discernible from the surface.
  • The consumer's application must be supported by a certificate drawn up by the plumber who repaired the burst. The plumber must be registered with the Municipality.
  • The certificate must:-
    • Be dated.
    • Give the date on which the burst pipe was repaired.
    • Confirm that the leak was not discernible from the surface.
    • Certify that the burst occurred on a pipe listed on the Schedule of Approved Pipes and Fittings as kept by the City Engineer in terms of Section 68 of the Port Elizabeth Municipality's Water Supply By-Law;
    • Be submitted to reach the Treasury Directorate by not later than 30 days after the date on which the burst was repaired.

LEAKS REPAIRED BY CONSUMERS

  • Water rebates are considered only in cases where the burst was repaired within 48 hours after detection.
  • A consumer may only be allowed 1 rebate during a 12 month period.
  • The rebate is only considered in cases where the burst occurred in an underground pipe and provided that the leak was not discernible from the surface.
  • The consumer's application must be supported by a sworn affidavit which has been signed before a Commissioner of Oaths.
  • The affidavit must:-
    • Be dated.
    • Give the date on which the burst was repaired.
    • Confirm that the leak was not discernible from the surface.
    • Certify that the pipes and fittings used were of a type approved by the City Engineer;
    • Be submitted to reach the Treasury Directorate by not later than 30 days after the date on which the burst was repaired.


VARIOUS PROPERTY RATES REBATES


PENSIONERS / DISABLED RATES REBATES - download application form


Qualifying Criteria: Applicant must be owner of property - at least 60 years old (pensioner) or disabled. Total gross monthly income from all sources not to exceed R8 250 and must not be a recipient of an indigent subsidy.


How to apply:The account holder or authorised person must visit any Customer Care office together with the following documentation:

* ID of all household occupants

* Proof of income (payslip or affidavit) of all household occupants

* Three (3) months bank statements


PUBLIC BENEFIT ORGANISATIONS AND NOT-FOR-GAIN - download application form


Qualifying Criteria: Applications for exemptions by Public Benefit Organizations/Institutions e.g. hospitals, orphanages, old age homes etc must be accompanied by an original or certified copy of a letter from SARS confirming that it complies with Sec 30 of Income Tax Act 1962, read with the Ninth Schedule to that Act. All other property owners must submit a letter from their auditors, or annual financial statements as confirmation.

Qualifying Criteria: Applications will only be considered after it has been lodged with the Chief Financial Officer, which must be done on an annual basis to reach the municipality by 30 June of a year.


SPORTING BODY RATES REBATE  - download application form


Qualifying Criteria: The property must be used solely for sporting purposes and not for private gain. An application form must be submitted together with audited financial statements. If such statements are not available, reasons for this must be given on the club’s official letterhead and submitted together with an un-audited financial statement and application form.

Note:

If the beneficiaries of a deceased estate qualify for the ATTP benefits, then Council’s attorneys will assist with a free transfer of the deceased’s property into the beneficiaries name/s.
