PUBLIC HEALTH DIRECTORATE

MANAGER: PLANNING AND CONTRACTS

(WASTE MANAGEMENT)

POSITION CODE: 180060

TASK Grade 14 (R457 404 – R635 916 per annum)

(Basic salary only, excluding benefits)

 

Qualifications and experience required

 

·       Must be a registered Professional Technologist in Civil Engineering.

·       Registration with the Engineering Council of South Africa.

·       A valid Code B / EB Driver’s Licence.

·       Computer literacy (Microsoft Office (applications).

·       Five (5) years’ experience in a municipal or public service environment with exposure to legal aspects such as contracts, corporate and administrative law, as well as administration of by-laws.

·       A sound knowledge of the Preferential Procurement Policy Framework, Supply Chain Management Regulation and other applicable Local Government Legislation.

 

The incumbent of this position will be required to perform standby duties as and when required.

 

The successful candidate will be required to utilise his/her private vehicle in the execution of official duties, for which a Casual (ad hoc) locomotion allowance will be paid.

 

Key attributes and competencies:

 

·       Excellent oral and written communication skills in English and at least one other local language.

·       An in-depth knowledge of legal applications and procedures and interpretative skills to formulate plans and actions.

·       Sound report writing, monitoring and evaluation skills.

 

Job purpose:

 

·       Managing key performance areas and outcomes of the Contracts, Planning and Development Section of the Waste Management Sub-directorate in the Public Health Directorate associated with the formulation of strategic plans and strategies.

·       Developing new technologies and methodologies.

·       Planning and monitoring productivity and incentives projects.

·       Administering contracts and training emerging contractors.

·       Managing and applying the Geographical Information System for the Directorate.

·       Providing a transport service to the Waste Management Sub-directorate.

·       Rendering project management services for local, as well as international cooperation projects.

·        Performing administrative and supervisory functions, including the development and sourcing of appropriate training.

 

  

As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
