VACANCY

Appointment to the position below will be made on a fixed-term performance-based contract in terms of Sections 54A, 56 and 57 of the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000), as amended (the MSA), read together with the Local Government: Municipal Performance Regulations, 2006, Government Gazette No 37245 dd 17/1/2014, Government Gazette No. 41173 dd 10/10/2017 and the Local Government: Municipal Finance Management Act (Act No. 56 of 2003): Municipal Regulations on Minimum Competency Levels, 2007.

The remuneration package offered will be commensurate to the level of qualifications, skills, competencies and experience required from the incumbent.

 

The Economic Development, Tourism and Agriculture Directorate is responsible for implementing the Municipality’s constitutional responsibility for economic and social development, through the implementation of Council’s policies regulating economic, social and cultural development, in particular by integrating and leveraging the economic resources of the Municipality to create conditions conducive for small business development, tourism development, commercial and industrial investment and development, and infrastructure investment, and the social conditions conducive to such developments.

 

Candidates must have an appropriate degree or equivalent tertiary qualification relevant to the skills required for the post and must demonstrate experience in the management of a substantial staff complement and significant budget in a regulated environment, preferably in pursuing the promotion of economic development by government.

 

Candidates must demonstrate a sophisticated knowledge of the space economy of the Eastern Cape and of the city in particular, as well as economic and employment conditions and the key drivers of the economy.

 

Candidates should demonstrate developed strategic planning, research and analytical skills, as well as significant marketing knowledge and ability, preferably in the field of investment promotion.

 

The candidate will be required to demonstrate practical knowledge of the constitutional, legislative and policy environment regulating the local sphere of government and economic development by government in particular.

 

The incumbent will, inter alia, be responsible for:

 

  • Constituting part of the Management Team of the municipal administration as a whole and more particularly, fulfilling the role of manager and head of administration of the Economic Development, Tourism and Agriculture Directorate, reporting to and accountable to the Municipal Manager in terms of the legislative and policy framework of the Municipality.
  • Developing, planning and managing the implementation of the strategic focus of economic development for the metropolitan area, in particular in the field of tourism and small business development and investment promotion.
  • Further developing, maintaining, managing and implementing the overall investment and marketing strategy of the Municipality.
  • Further developing and maintaining a holistic economic research programme and database focused on the support of economic development in the Municipality.
  • Developing and implementing specific strategies to meet investment challenges and opportunities that arise from time to time.
  • Co-ordinating and integrating the multi-sectoral and inter-sphere processes and demands relating to economic development in the Metro area.
  • Procuring goods, and professional and other services, as may be required from time to time in terms of the regulatory framework of Supply Chain Management Policy.
  • Establishing and managing contractual and other relationships with government departments, service providers, organised business and other stakeholder bodies.
  • Establishing and maintaining a comprehensive set of management and financial systems and controls and maintaining regular reporting standards in terms of the requirements of the MFMA and municipal accounting standards.
  • Contributing to the IDP of the Municipality, developing and implementing a departmental budget in terms thereof, and managing and accounting for funds allocated in terms thereof.
  • Managing the human resources of the Directorate in a highly unionised environment, so as to contribute to labour peace and to minimise disputes.
