INFRASTRUCTURE AND ENGINEERING DIRECTORATE

DIRECTOR: TRANSPORT SECTOR

(INTEGRATED PUBLIC TRANSPORT SYSTEM)

POSITION CODE:  190076

TASK Grade 19 (R826 956 – R1 149 708 per annum)

(Basic salary only, excluding benefits)

Qualifications and experience required:

 

·        A Degree in Civil Engineering/Transportation Engineering.

·        Appropriate Professional Registration.

·        Valid Code EB driver’s license.

·        Eight years’ experience.

 

Key attributes and competencies:

 

·        Project management skills.

·        Analytical skills.

·        Sound knowledge of financial management.

·        Report-writing skills.

·        Good knowledge around transport policies.

 

Job purpose:

 

·        Establish the sub-directorate’s vision, goals, objectives and policies in order to ensure that Operational plans, policies and procedures contribute to the efficiency and effectiveness of the sub- directorate and supports the accomplishment of service delivery objectives.

·        Identify, recommend and guide stakeholder engagement and collaboration opportunities to reach Departmental and Municipal objectives.

·        Manage and build relationships with experts and specialist within area of expertise/responsibility on national, provincial and district level.

·        Manage the provisioning of legal services in respect of governance and corporate affairs.

·        Ensure compliance with all relevant legislative, statutory, regulatory and supervisory requirements towards the achievement of assigned projects and goals.

·        Compile and submit monthly, quarterly, bi annual and ad-hoc reports as to meet the requirements of applicable legislation and requirements.

·        Research, develop, implement and support infrastructure solutions in the Municipality.

·        Develop, review and monitor long-term operational and strategic plans covering all portfolios of responsibility and/or areas of expense.

·        Report on cash flow, projected revenue, ensuring the overall financial well-being of the Sub directorate, and maintaining a positive impact on the business financial future.

·        Control the outcomes associated with the utilisation, productivity and performance of personnel to ensure that a climate conducive to promoting and sustaining motivational levels, productivity, performance and improving the quality of work-life is cultivated and maintained, enabling the Directorate to meet its service delivery objectives.

·        Provide leadership and accountability for the development, implementation, and management of comprehensive risk-based compliance systems in order to improve overall compliance performance of the Municipality.
