ELECTRICITY AND ENERGY DIRECTORATE

EXECUTIVE DIRECTOR: ELECTRICITY AND ENERGY

LOCATION: MUNELEK BUILDING, GQEBERHA

TOTAL REMUNERATION PACKAGE PER ANNUM:

(Minimum: R1 644 307; Midpoint: R2 017 533; Maximum: R2 390 802)

The remuneration package offered will be commensurate to the level of qualifications, skills, competencies and experience required from the incumbent.

Job purpose:

The incumbent reports directly to the City Manager. The Electricity and Energy Directorate is responsible for implementing the delivery of electricity and energy services within the jurisdiction area of the Municipality. These services mainly entail the distribution of electricity, public lighting and renewable energy initiatives. Increasing emphasis is placed on immediate and future consideration of green business initiatives and the commercial markets associated with electricity challenges, supply and demand sides, and cost structures.

Requirements:

  • B.Sc. degree/Bachelor of Engineering OR B.Tech (Electrical).
  • Valid registration as a Professional Engineer.
  • Government Certificate of Competency or Professional Certificated Engineer (Pr Cert Eng)
  • Computer literacy: MS Office.
  • Ten years or more relevant experience post-registration.
  • Certificate in Municipal Finance Management or attaining, within eighteen (18) months after employment, the number of unit standards required for Senior Managers in terms of the 2007 Municipal Regulations on Competency Levels.
  • Valid Code 8 driver’s licence.

In addition, applicants must be able to demonstrate the following competencies:

  • Knowledge of the energy sector, with specific reference to clean and renewable energy technologies, the South African energy sector policies and regulations, the development and implementation of energy policies, project management, strategic planning, and the responsibilities of a senior manager in terms of the Municipal Systems Act, No. 32 of 2000, and the Municipal Finance Management Act, No. 56 of 2003.
  • Proven managerial and organisational abilities in a highly unionised environment and of inter-governmental relationships, good interpersonal relations at all levels, financial and change management skills, strategic and leadership skills, conflict management skills, advanced analytical abilities, good verbal and written communication skills, and accurate and logical thinking skills.
  • Visionary, high level of diplomacy, innovative and the ability to venture into green field projects.

The incumbent will be responsible for the following core functions:

  • Managing the electricity distribution function within the area of jurisdiction of the Nelson Mandela Bay Municipality, including maintaining and enhancing bulk transmission and distribution infrastructure, continuing expansion of the supply of electricity to all residents of the Municipality and continuing supply to approximately 295 000 residential and approximately 25 000 commercial and industrial customers.
  • Providing strategic direction, guidance and oversight on climate change and environmental issues as far as they pertain to the distribution and use of energy, and promoting the generation and use of clean and renewable energy.
  • Liaising and interacting with stakeholders in the energy sector on matters related to clean and renewable energy, climate change, environmental issues, energy efficiency and demand side management.
  • Providing public lighting within the municipal area.
  • Developing the electricity network and the operation of the electricity services within the Coega Industrial Development Zone in accordance with supply agreements with the Coega Development Corporation.
  • Developing and implementing by-laws regulating electricity use and supply, implementing national legislation relating to electricity supply, and developing policies and procedures, in particular relating to tariffs and assistance to the poor.
  • Establishing and maintaining a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the MFMA and municipal accounting standards.
  • Procuring the services of professionals and civil, building and electrical contractors, and other goods and services in terms of the regulatory framework of the Municipality's Supply Chain Management Policy.
  • Implementing the retail business core activities that need to be performed in the furtherance of retail planning, new connections, revenue management and customer interactions.
  • Maintaining links with Provincial Government and key sector bodies, such as Eskom Holdings, the Department of Energy, the Industrial Development Corporation (IDC), the Department of Public Enterprises, the Department of Cooperative Governance and Traditional Affairs (COGTA) and the National Energy Regulator of South Africa (NERSA), and representing the best interests of the Municipality in relation to bulk electricity supply and the regulation of the industry.
  • Managing the human resources of the Directorate's staff in a highly unionised environment, so as to ensure labour stability and to minimise disputes.
  • Managing and ensuring the integration of the Directorate's functions with those of the other service delivery directorates so as to advance the developmental responsibility of the Municipality, implementing its Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDBIP) and contributing to the establishment of sustainable communities.

INFRASTRUCTURE AND ENGINEERING DIRECTORATE

Job purpose:

The Infrastructure and Engineering Directorate is responsible for the management of the delivery of all major municipal services (excluding electricity) and the maintenance of such services within the jurisdiction of the Municipality. These include sewage disposal systems, water reclamation works, stormwater management and disposal networks and scientific services.

The successful candidate will form part of the Management Team of the municipal administration, reporting to and being accountable to the City Manager in terms of the policy and legislative framework of the Nelson Mandela Bay Municipality.

Requirements:

  • A Bachelor’s degree in Civil Engineering/B.Sc (Engineering) or equivalent qualification relevant to the knowledge and skills required for the post.
  • Minimum of 10 years’ membership of and registration as a Professional Engineer with the Engineering Council of South Africa (ECSA).
  • Minimum of five years’ relevant experience as Head of Department (will be an added advantage).
  • Minimum of five years’ relevant experience at Middle Management level, or as programme/project manager, of which three to four years must be at professional/management level in a municipal environment.
  • Successful completion of Municipal Finance and Management competency units or attaining within eighteen (18) months after employment the number of unit standards required for Senior Managers in terms of the 2007 Municipal Regulations on Competency levels.
  • A valid Code B driver’s licence and own transport.
  • Candidates will be expected to demonstrate their knowledge and experience of the principles of good corporate governance and compliance in a government or quasi-government environment, as well as policy implementation, contract and risk management, implementation of systems and controls, and performance management.
  • Candidates must be able to demonstrate extensive experience in the management of a substantial staff complement and budget.
  • Candidates will, in addition, be required to demonstrate a practical understanding of the constitutional, legislative and policy frameworks governing the local sphere of government and, particularly, the responsibilities of a senior manager in terms of the Municipal Systems Act (No. 32 of 2000) and Municipal Finance Management Act (No. 56 of 2003).

The incumbent will inter alia be responsible for the following core functions:

  • Developing and implementing by-laws, policies and procedures relating to the above services.
  • Determining tariffs applicable to the Directorate's services and assistance to the poor.
  • Establishing and maintaining a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the MFMA and municipal accounting standards.
  • Procuring the services of professionals, contractors, goods, and services in terms of the regulatory framework of the municipal Supply Chain Management Policy.
  • Managing the human resources of the Directorate in a highly unionised environment, to ensure labour stability and minimise disputes.
  • Managing and ensuring the integration of the Directorate's functions with those of the other service delivery directorates, to advance the developmental responsibility of the Municipality.
  • Ensuring compliance with the implementation of the Municipality's Integrated Development Plan, the Strategic Development Budget Implementation Plan and the Performance Management System.
  • Contributing to the establishment of sustainable communities by ensuring cost-effective and efficient service delivery.
  • Identifying the immediate, short- and long-term objectives/plans in respect of maintaining synergy between the Directorate's strategic intent and outputs.
  • Disseminating strategic, functional, and operational information on the immediate, short- and long-term objectives and current developments, problems, and constraints.
  • Managing the administrative and reporting requirements associated with the key performance and result indicators of the Directorate's functionality.
  • Preparing, implementing, and controlling the expenditure of large departmental Operating and Capital Budgets.
  • Maintaining links with Government Departments, entities, and relevant stakeholders.
