GOAL
To provide appropriate, cost effective, safe, efficient and also affordable Roads, Stormwater and Transportation Infrastructure in Nelson Mandela Bay (NMB) in order to improve the quality of life of our communities by stimulating economic growth and development.
STATISTICS
There are 4180km of roads in the Metro of which 3298km are the Municipality’s responsibility and 461 km are gravel. The National Road (N2) totals 158km and provincial roads 724km
There are approximately 1400 km of stormwater pipes and channels in the Metro and the associated structures such as manholes and stormwater grid inlets comprise 72 000 units.

In the Nelson Mandela Bay,the Municipality’s roads are maintained by three roads authorities, namely:
- South African National Roads Agency (SANRA) – Responsible for the maintenance of the N2 route.
- Provincial Government (Department of Public Works) responsible for maintaining provincial roads.
- Infrastructure and Engineering Directorate responsible for maintaining 3 240 km of road network.
ORGANOGRAM 

FUNCTIONS
The sub-Directorate is divided into three divisions that are headed by an Assistant Directors:
(i) Transportation
This Division is responsible for transportation planning, traffic engineering, management of traffic signals, traffic control equipment, traffic signs, planning and operation of the Integrated Public Transport System (IPTS).
(ii) Road and Stormwater Infrastructure (Operations)
This Division deals with roads maintenance (tarred and gravel), street verge maintenance, the surfacing of roads, traffic signals, road markings, street names, reinstatement of service trenches, maintenance of municipal railway siding, maintenance of bridges, cleaning and rehabilitation of the stormwater system and culverts, and the manufacturing of concrete pre-cast elements for road works.
(iii) Management Systems and Planning
This Division is responsible for the development, implementation and management of various electronic management systems and master planning for all roads and stormwater infrastructure. This Division is also responsible for the implementation of capital projects, administration of the capital budget and approval of applications for new development.
Challenges
- This sub-Directorate is currently understaffed, but it is managing to deliver services to its public.
- Several functional areas have been outsourced, resulting in challenging technical work being carried out by consultants and other routine tasks by the remaining internal staff.
- A lack of planning and design capability.
- Capacity to carry out ongoing analysis and research, which cannot be outsourced.
- Limited budget.
- Establishment of Transport Administration Agency.
- Establishment of National Land Transport Act (NLTA).
