Background:
In February 2001, State President Mbeki announced an Urban Renewal Programme (URP) to be implemented in eight nodes which have more than 2.5 million people in six major cities in South Africa.
Motherwell in Nelson Mandela Bay was chosen as one of these URP nodes.
Motherwell is a sprawling and underdeveloped urban settlement. The planning of the Motherwell African Township dates back to 1972, when the then Greater Algoa Bay Planning Authority, indicated the need to developed a black residential area north of the Swartkops River to cater for squatter families due to be relocated from Zwide and Veeplaas. In 1975, it was formally declared that such a residential area would be built. A master plan was approved in 1981 and construction of the first development, Neighbourhood Unit 2, began in 1984.
MURP objectives:
The broad objectives guiding the Programme are poverty alleviation, human resource development, enterprise development, enhancement of capacity of local authorities, economic and social infrastructure and strengthening of crime prevention and reduction strategies and initiatives.
Progress made:
Considerable progress had been made with regard to the implementation of the Motherwell Urban Renewal Programme, with full community participation and involvement.
Altogether 6 000 temporary jobs have been created in the implementation of projects since 2003.During the same period 200 SMMEs received formal training and 400 have participated in project work.
During the 2005/06 financial year, projects to the total value of R109.40 million were completed.
Highlights of community involvement in the 2005/06 financial year include the following:
- Holding 12 ward-based general public consultation meetings with regard to MURP.
- Holding 3 Motherwell Stakeholder Community Forum meetings.
- A quarterly magazine (Motherwell News) is distributed door-to-door.
The Motherwell Urban Renewal Programme is fully integrated into the municipality’s IDP, providing the basis for co-operation and integration in the implementation of projects.
During 2005/06, the following projects were completed:
1. Ikamvelihle Housing: 3 500 low-cost houses 80.00 million
2. Ikamvelihle Roads, tarring 17.50 million
3. Electrification of1 100 erven, Ikamvelihle 3.30 million
4. Addo Road Fencing, Phase I 3.00 million
5. Hydroponics Project, Phase II 2.50 million
6. Training of Ploughing Fields beneficiaries 0.10 million
7. Small Business Incubator/Employment Centre 2.40 million
8. Junior Traffic Training Facility 0.24 million
9. Motherwell Baseline Study 0.36 million
