Job purpose:
The incumbent reports directly to the City Manager. The Electricity and Energy Directorate is responsible for implementing the delivery of electricity and energy services within the jurisdiction area of the Municipality. These services mainly entail the distribution of electricity, public lighting and renewable energy initiatives. Increasing emphasis is placed on immediate and future consideration of green business initiatives and the commercial markets associated with electricity challenges, supply and demand sides, and cost structures.
Requirements:
- BSc. or Bachelor of Engineering Degree in (Electrical Engineering) at NQF Level 8.
- A Bachelor’s Degree in Business or Finance (at NQF Level 7). A Master’s Degree in Business Administration (MBA) or equivalent will be an advantage.
- A valid professional registration as a Professional Engineer with ECSA.
- Government Certificate of Competency or a valid registration as a Professional Engineer (Pr Cert Eng).
- Valid Code B driver’s licence and computer literacy: MS Office applications.
- Ten years or more relevant experience post-registration at senior management, of which at least five years must have been at an executive level.
- A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development (CPMD) or attaining within eighteen months of appointment the required competency level for Senior Managers in terms of LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.
In addition, applicants must be able to demonstrate the following competencies:
- Knowledge of the energy sector, with specific reference to clean and renewable energy technologies, the South African energy sector policies and regulations, the development and implementation of the energy policies, project management, strategic planning and the responsibilities of a senior manager in terms of the Municipal Systems Act 32 of 2000 and the Municipal Finance Management Act No 56 of 2003.
- Proven managerial and organisational abilities in a highly unionised environment and of inter-governmental relationships, good interpersonal relations at all levels.
- Strategic and leadership skills, visionary, high level of diplomacy, innovative and the ability to venture into green field projects.
The incumbent will be responsible for the following core functions:
- Provide strategic direction in the planning process of the Municipality in respect of the Integrated Development Plan (IDP), budget, good corporate governance and highest standards of ethical, professional and moral conduct.
- To ensure development and implementation of sound financial management, talent management, and governance strategies that will keep the organisation abreast of technological advances.
- To lead the provision of Electricity & Energy in the Metro in line with business principles that will support the turnaround of the service to a viable and sustainable utility that enables economic growth and satisfactory service delivery.
- Managing infrastructure asset monitoring and rectifying deviations in the execution of technical, operational and maintenance deliverables; and ensuring cost-effectiveness and efficiency in the delivery of the strategic intent.
- To provide vision, strategic direction, and leadership to the Directorate, to drive high performance and provision of world-class customer services.

The Water and Sanitation Directorate is responsible for the management of the delivery of all water and sanitation services, related infrastructure requirements and the maintenance of such services within the jurisdiction of the Municipality. These include, though is not limited to, sewage disposal systems, water reclamation works, water treatment works, water reticulation, water demand & conservation management and scientific services. The successful candidate will form part of the Management Team of the municipal administration, reporting to and being accountable to the City Manager in terms of the policy and legislative framework of the Nelson Mandela Bay Municipality.
Requirements:

- Developing and implementing by-laws, policies and procedures relating to the function and determining tariffs applicable to the services in consultation with all key role-players and assistance to the poor.
- Establishing and maintaining a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the MFMA and municipal accounting standards.
- Cultivate strategic partnership with other Government Departments, entities, private sector on shared objectives and value creation.
- Design infrastructure in accordance with engineering codes and standards, and with the due consideration for operational requirements, budgets, safety, cost-effectiveness and environmental standards.

The Solid Waste Management Directorate is responsible for the solid waste functions in a value chain, infrastructure requirements inclusive though not limited to planning, management, operations and maintenance of function. The positioning of the function ensures the long-term sustainability of waste services, particularly in the face of urban growth and environmental pressures and attract private sector investment and financing for infrastructure upgrades.
Requirements:
- BSc. or Bachelor’s Degree in Environmental Management/Science and/or Environmental Health [Specialising in Waste Management] at NQF Level 8.
- A Bachelor’s Degree in Business or Finance (at NQF Level 7). A Master’s Degree in Business Administration (MBA) or equivalent will be an advantage.
- A valid professional registration with a recognised and accredited professional body.
