Qualifications and experience required:  

  • A Degree in Civil Engineering/Transportation Engineering.
  • Appropriate Professional Registration.
  • Valid Code EB driver’s license.
  • Eight years’ relevant experience.

 Job purpose:  

  • Establish the sub-directorate’s vision, goals, objectives and policies in order to ensure that Operational plans, policies and procedures contribute to the efficiency and effectiveness of the sub- directorate and supports the accomplishment of service delivery objectives.
  • Identify, recommend and guide stakeholder engagement and collaboration opportunities to reach Departmental and Municipal objectives.
  • Manage and build relationships with experts and specialist within area of expertise/responsibility on national, provincial and district level.
  • Manage the provisioning of legal services in respect of governance and corporate affairs.
  • Ensure compliance with all relevant legislative, statutory, regulatory and supervisory requirements towards the achievement of assigned projects and goals.

Qualifications and requirements:  

  • B.Tech / B.Degree in Civil/Transport Engineering.
  • Valid Code B driver’s licence (the incumbent must use his/her private reliable vehicle on official duties.
  • Six years’ relevant experience (three-year managerial position).  

Key attributes and competencies:  

  • Organisational, monitoring and project management skills.
  • Knowledge of applicable policies (Integrated Public Transport System). 

Job purpose:  

  • Coordinating the Division’s contract administration and management functionality.
  • Attending to the implementation of procedures, applications, systems and controls, and the relevant contractual or legal matters dealt with by the Division.
  • Implementing, administering and monitoring IPTS relations infrastructural services.
  • Building construction projects in order to achieve the strategic objectives in terms of IPTS requirements.

Job purpose:  

  • Ensuring proper planning of intelligent transport systems (ITS) and fleet management.
  • Ensuring development and management of the process of developing the Libhongolethu ITS strategy.
  • Ensuring development of specifications for all required ITS solutions.
  • Ensuring preparation, motivation and monitoring, on an annual basis, the OPEX budget requirements for ITS.
  • Ensuring that preparation and review of three years ITS Capital budget requirements is well coordinated.
  • Developing cost –benefit analysis and operational costs for ITS solutions.
  • Ensuring management of the design and implementation of the ITS is aligned with operations plan.
  • Ensuring implementation of Automated Fare Collection system and APTMS and other ITS solutions.
  • Undertakimg Intelligent Transport System research and benchmark NMBM system with other IPTN implementing cities.

CITY MANAGER

A FIVE (5) YEAR FIXED-TERM PERFORMANCE-BASED CONTRACT

LOCATION OF POST: GQEBERHA

Annual Total Remuneration Package: The annual total remuneration package (maximum) payable to City Managers will be in line with the Local Government Municipal Systems Act, 2000 (Act No. 32 of 2000), Government Notice No. 351 (2020) applicable to category 8 Municipality  in terms of upper limits of total remuneration packages payable to Municipal managers as follows: 

MINIMUM:        R1,903,222

MIDPOINT:       R2,335,240

MAXIMUM:       R2,767,260 

Job purpose: 

  • To provide strategic leadership and direction in order to account for the municipal service delivery, income and expenditure, assets and other obligations as prescribed by legislation and the Municipal Council Policies to ensure an economically viable and accountable administration.  

Key responsibility areas: 

  • Development and implementation of the City Strategy to ensure an effective and efficient Human Capital Administration.
  • Management of Service Delivery plans and Goals for the Provision of Human Settlements, Infrastructure, Community and Emergency Services function.
  • Oversee Local Economic Development strategies.
  • Ensure the Municipal Financial Viability, Management and Good Governance in accordance with MFMA, National Treasury Regulations and all relevant legislation.
  • Directs the development, implementation, and governance of financial systems, to manage revenue, expenditure, risk budgeting and audit compliance.  
  • Ensure the development and implementation of Performance Management systems.
  • Responsible for strategic management of Procurement Systems, Business Processes and Structure in compliance with legislation. 

Essential Requirements:  

  • A recognized three- year bachelor’s degree in, Public Administration/Political Science/Social Sciences/Law or equivalent.
  • A certificate of minimum municipal competencies from an accredited institution or obtainable within 18 months from date of appointment.
  • Valid motor vehicle driving license.
  • 8 years relevant experience at a management level of which at least 5 years must be at a senior management level.

  • Proven People Management skills.
  • Proven Program and Project Management skills.
  • Proven Financial management skills.
  • Proven Change Leadership skills.
  • Proven Governance and Leadership skills.

Preferred Requirements:  

  • Relevant post graduate qualification (NQF 8/9) in Public Administration/Political Science/Social Sciences/Law or equivalent.
  • Shortlisted candidates will undergo Competency Assessments to determine competency levels.
  • The successful candidate will be expected to sign an employment contract of 5 years and a performance agreement.
  • Disclose financial interests.
  • Undergo security clearance.
  • Shortlisted candidates will be subjected to thorough evaluations, reference checks of previous or current employers will be contacted. Verifications will be done on his/her qualifications, criminal and credit records.
  • It is the applicant’s responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA) and to disclose any pending misconduct cases.
