NMBM LAW ENFORCEMENT TIGHTENS GRIP ON NON-COMPLIANT LIQOUR OUTLETS.

Nelson Mandela Bay Municipality law enforcement multi-disciplinary teams are making inroads in their quest to bring about law and order across the City. In the early hours of Sunday morning, 19 April 2026, the multi-disciplinary teams embarked on a law enforcement blitz which included by-law compliance inspections and enforcement operations.

The teams conducted operations in the Summerstrand and Humewood areas, focusing on nightlife alcohol beverage outlets that are predominantly frequented by the youth and students.

Three well-known and frequently visited establishments were found to be in transgression of the legally permitted trading times:
  • Captain Pub – the manager was taken to the police station and issued with a R2000 fine.
  • Eldorado Sports Bar – the manager was taken to the police station and issued with a R2000 fine.
  • David’s Sports Bar – the manager was taken to the police station and issued with a R2000 fine.
Other establishments visited and found to be compliant include Izza Night Club, Beer Shark, White Tiger, Finnez Sports Bar and Richmond Hill Tshisanyama. The Municipality appreciates the improvements at Izza Night Club that was found to be non-compliant in a visit a few weeks ago.

Nelson Mandela Bay Municipality Executive Mayor, Babalwa Lobishe, said that an effective deterrent to crime is addressing by-law-related offences.

"We appreciate the deployment of the South African National Defence Force (SANDF), which is working alongside SAPS and Metro Police to address serious and violent crime across the City. Our role is to create an environment of general law compliance from both businesses and patrons," said the Executive Mayor.

The teams comprise of Nelson Mandela Bay Municipality Metro Police, Security Services, Environmental Health Practitioners, Border Management, and the South African Police Service (SAPS).

The teams conducted operations in the Summerstrand and Humewood areas, focusing on nightlife alcohol beverage outlets that are predominantly frequented by the youth and students.

This operation forms part of ongoing efforts to promote safer communities and ensure compliance across all liquor trading establishments.

Nelson Mandela Bay Municipality Metro Police Chief, Adv Andrew Moses, said:

"Liquor outlet managers are urged to maintain valid documentation, operate within regulated trading hours, and comply fully with liquor licensing laws at all times. Through the work of these multi-disciplinary teams, we are covering every corner of Nelson Mandela Bay, and those who fail to comply will face consequences."

The deployment of the South African National Defence Force in Nelson Mandela Bay forms part of a broader national intervention aimed at supporting the South African Police Service in combating escalating levels of serious and violent crime in identified hotspots. The SANDF’s role is to provide stabilisation support, increase visible policing, and assist in restoring public confidence, while working within a coordinated, multi-agency approach alongside local law enforcement authorities.
